Provisioning in Cloud Computing is the process of on demand self service on pay as you go model to get new services or scale existing services as per need. As per definition of National Institute of Standards and Technology (in updated version of pdf), Provisioning in Cloud Computing is one of the feature of Cloud Computing itself.

What is this Provisioning in Cloud Computing basically is ?

The technical provisioning process is mainly related to identity management,  often for workflows to be extended to the user management to accelerate and automate, but also used in other industries.
Failure to supply process and de-provisioning refers to the reverse process, which allows, inter alia, for safety reasons that users no longer have access to the system which they no longer need.

But, when we say specifically about Provisioning in Cloud Computing, it means the services only at the users end with the same definition.

Examples of Provisioning in Cloud Computing

Provisioning in Cloud Computing

Provisioning in Cloud Computing is quite easy to give examples but on the technical backend, the technology is quite complex. If you have one server for a working website, you can increase its RAM without any disturbance or interruption in services or you can add more than one Server.

In case of managed servers, the user can simply request the technical help or in case of unmanaged, Provisioning in Cloud Computing should have to be done by the user.

Provisioning in Cloud Computing is a feature, which might or might not need a special settings. For example, in case of adding two servers, like we wrote in Installing Pacemaker Heartbeat for High Availability Cloud guide, we need to configure properly.

The above example of Provisioning in Cloud Computing is just for making the topic simple, quite obviously, Provisioning in Cloud Computing is applicable for SaaS and other areas too.
