Here is a very easy tutorial to create custom keyboard shortcut in Microsoft Windows 7, so that you can launch the favorite webpage very easily in your favorite browser.
Right click on the desktop, hover to New, then click Shortcut:

In the create shorcut window, type the full url (or copy paste from the browser’s address bar) :

Click Next; then name it as you like:

Click Finish. A shortcut to the webpage will be created in the desktop.
Right click over it, click Properties, then click Web document tab :

Change the Icon, if you like by clicking on Change Icon button. This is not essential step.
Click on Shortcut Key field, and hold CTRL + ALT + (Any Key you want, if it is not occupied by another program):

Click Apply and then OK. Close the Window.
Now if you hit CTRL + ALT + C keys from keyboard, TheCustomizeWindows will open (as in our example) in our default browser.
This shortcut will always open a new tab or window in your the default browser you have set.
