We can not make your Windows 7 PC a touch device, but can guide you to show an easy way to have a look how any webpage will look in iPhone touch, iPad or a Mac.
You simply need to download a browser : Safari for Windows operating system. Here is the official download link from Apple.
After you download and install Safari, you will get this menu bar (if not visible or auto-hidden; make it visible by pressing f10 button from keyboard.) :

Click Edit (as shown above) and then Preferences :
A Window will open, go to Advanced tab, then tick the option saying ” Show develop menu in menu bar ” :


Develop option will appear now on the menu bar in Safari, click Develop, then User Agent and then select from the list as you wish :

For example, we have selected the page to be rendered as iPod touch; and the page appears as it will be when viewed from iPod touch:
