Everything is is Shared, but the way of sharing is not like elastic – if someone tears away one cable, all VPS will fail. Downtime, in traditional words will be very higher. It is improbable to get more than 98% uptime.

If you can not afford IaaS or Cloud Server, select PaaS as a cost saving option.
