  3. 18650 3.7 Volt Rechargeable battery – At low end, 7800mAh costs $5 per unit.
  4. DC-DC 3.7V to 5V step-up voltage booster – At low end, costs $3 per unit.

Your total cost becoming $2 + $3 + $5 + $3 = $13 per unit. It worths powering DIY electronic projects, lights which occasionally used. Commercial units will cost $20 per unit but will have the warranty of proper Amperage suitable for the mobile phone charging.
